Each of the High Contracting Parties may declare, whenever a dispute to which it is a Party arises, that it does not wish to apply the arbitration procedure provided for in the preceding paragraph. Article 4 Designation of Central Authorities. At the request of at least one-fifth of the Parties, the Director-General shall convene an Extraordinary Meeting of the Parties. There shall be no right of appeal against the decision of the competent authority except in accordance with the law of the requested State. The Commissioner-General shall appoint one or more inspectors, who shall satisfy themselves that only the property stated in the request is to be transferred and that the transport is to be by the approved methods and bears the distinctive emblem.
Article 11 — The granting of enhanced protection 1. Territorial extension of the Convention Any High Contracting Party may, at the time of ratification or accession, or at any time thereafter, declare by notification addressed to the Director-General of the United Nations Educational, Scientific and Cultural Organization, that the present Convention shall extend to all or any of the territories for whose international relations it is responsible.

Article 10 2 c Execution of this Protocol. The Party withdrawing immunity shall, as soon convenzilne possible, so inform the Commissioner-General for cultural property provided for in the Regulations for the execution of the Convention, in writing, stating the reasons. Article 10 — Enhanced protection. They undertake, in particular, to include the study thereof in their programmes of military and, if possible, civilian training, so that its principles are made known to the whole population, especially the armed forces and personnel engaged in the protection of cultural property.

Enhanced protection shall be granted to cultural property by the Committee from the moment of its entry in the List. Any such declaration shall give rise to obligations between two Contracting States only in so far as their declarations cover the same maintenance obligations and parts of the Convention. The instruments of ratification, acceptance or approval shall be deposited with the Director-General.
